try this for kicks.
Go into norton, windows firewall, and any toher firewall or antispyware pgoram you have, and delete your allowances.
IE, winodws firewall prompts you whether or not you want to allow a program acess to the net. IF you click allow it aloows the exe to run through your net, if you say no it will block it.
The thing is, after updates to steam and your games, these allowances can change port numbers, adjust registry keys, etc , etc.
So, delet these allowances and then restart your pc and let your security software re-learn steam and hl.exe.
