Dirty is having some serious problems and asked me to post this for him. He literally can't use any programs EXCEPT Ventrilo and mIRC (the only two programs he can use), and his desktop is all white.
Here is the error message he gets:

DWWIN.EXE unable to locate component.

X This application is failed to start because WININET.DLL was not found.
--------------------------------------------------------------------------------------------
Anyone know what to do? He's gonna be getting on Ventrilo often to see if anyone can help him (since that/mIRC are currently the only ways of contacting him).
