Pro Evo hands down, Fifa has sucked ever since Pro Evo came out.

Sorry let me rephrase that, we only realised Fifa sucked when a more realistic game came along, on fifa if your near the goal your bound to score, the shots all go to goal, and yet even with Pro Evo out and Fifa surely losing sales, they still don't change the shitty things that make Fifa the number 2 football game out there, hahah.
