want to know how to make new races

can someone please teach me how to make new races and move units from one race to another. for ex: blood elf units to make blood elf race and same for naga.

Have you seen this in a map before? If so, It would help a lot to post the map here.
Anyway please be a bit more specific on what you mean. If you simply want that you can select a Blood Elf race and you'll be acquired with a blood elf worker in the beginning of the game, then I might be able to take a look into it. You would however have to create the tech tree, upgrades etc.

If you mean totally replace a race, for instance COMPLETELY convert human to blood elf, that takes work. You have to work on tiers, make new units, BALANCE the units...etc...
It's a lot of work and time, and you'd need to be committed if you're going to undertake it.

As said, it is a lot of work and many big projects are working on it, or were working on it. Instead of trying something new, you might want to knock on one of those big projects' doors and ask if you can give a hand.
