Rock and Roll Racing (one of the best 2 player games ever)
River City Ransom (AKA Street Gangs)
Shadowrun
Zombies Ate My Neighbors
Snake Rattle and Roll
Megaman II
Terranigma (if Square-Enix would allow it, it's a must-play)
Harvest Moon 64
Bubble Bobble
Goldenye 64!!!!
