Its an illegal device to help custimise or screw up your wii. (note ruins warrenty)

It is a LEGAL device which you solder in your console and it allows you to play import games and homebrew on your Wii, it also allows you to create video discs to watch on your wii.

It voids warranty although Nintendo happily take them back for repair still for free.

It also allows you to play backup copies and downloaded games, now this is the illegal part.
The mod chip itself is not illegal.
