Buying a UK Steam Account

Hey everyone, I am interested in buying a UK steam account that operates on GBP and has access to the Steam Community Market (the requirements for this is that the account has had a purchase in the previous year and has had steam guard on for 15 days).

I don't care at all about the games that are on it, I am only interested in doing Steam Market trading on it.
