Run it with the XP compatibility. Right click CA.exe and select properties. In the dialog, change to the "compatibility" tab located along the top. Select the checkbox labeled "Run this in compatibility mode", select XP from the drop down menu, and finally select the "Run as Administrator" checkbox at the bottom (unless your acocunt isn't admin).
That should fix most programs, not sure if it'll fix this since I do this automatically if a program doesn't specifically support Vista.
