FPS Question

I currently have a 64 mb card, 256 mb of ram, and cable internet. I have tweeked my settings using the guide. Then why the hell am I only getting 20 fps tops? I have also removed unused programs/defragged my drive. Anything I can use to find my problem?

what os are you using? and what is yoru resolution set at, as wel as other settings
